[Bug 95089] ubuntu kernel removes CAP_SETPCAP

The ubuntu kernel starts init with CAP_SETPCAP removed. This way, nobody
can use posix capabilities, while libcap1 and libcap-bin are installable
(but useless). Is there any chance of getting this?
