[Bug 93299] Enable DEBUG_FS by default to support kernel driver developers

It would be very useful to have DEBUG_FS support. This would eliminate
kernel recompilation for kernel driver developers who want to output
some debug stuff - like mmio-trace
(http://nouveau.freedesktop.org/wiki/MmioTrace).

To be honest, this actually isn't a bug but more like a feature request
but I wasn't able to enter a feature request for linux-image-generic (or
too blind to find the right link).
