i just did a bios upgrade on my intel s5000psl board 
and reboot works now.
 
 BIOS:  	R0074
 BMC:      	   58
 FRUSDR: 	FSL_42
 HSC (SAS): 	v2.05
 HSC (SCSI): 	v1.16

reboot didnt work with actual versions of kubuntu, 
gentoo and suse linuxes, kernel 2.6.20.3. 
hangs after "Will now halt"
i had to powercycle to restart.

will provide more info, if someone requests.
