Hello!  Are you still seeing these problems?  It sounds from the last
report that scaling is working.  You should be able to see the current
frequency in /sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_cur_freq.
/proc/cpuinfo does not always have the correct information.
