Public bug reported:

Binary package hint: linux-386

Set clock on system eg
#> ntpdate pool.ntp.org

Set hardware clock from system clock
hwclock --systohc

Actual Behaviour:
root at nick-desktop:/tmp# hwclock --systohc
select() to /dev/rtc to wait for clock tick timed out
root at nick-desktop:/tmp# hwclock --hctosys
select() to /dev/rtc to wait for clock tick timed out

hwclock can neither read from /dev/rtc or write to it.

Expected behaviour:
hwclock should be able to read and write to hardware clock.

root at nick-desktop:/tmp# cat /proc/interrupts

This functions correctly with a fully updated Gutsy running on a VIA
chipset, which has interrupt 3 assigned.
