Bug detailed description:

System cannot enter into S3 state when there is no swap device. Mobile and embedded devices need to support suspending to RAM and may not have a swap disk.

Steps to Reproduce:
-----------------------------
1. # cd /sys/power
2. # echo mem > state

Current result:     
----------------
swsusp: Cannot find swap device, try swapon -a

Expected result:        
----------------
system enters into S3 state
