[Bug 131265] core2 duo speed incorrectly reported in /proc/cpuinfo

/proc/cpuinfo is incorrectly reporting the speed of core2 duo cpus on
two different ubuntu machines I run (feisty on one, gutsy on the other).
Below is sample output from my gutsy machine. The "cpu MHz" reports
1600.000, it should be 2400.000.
