Ubuntu-server Installation freezes on AMD Dual Proc server

I've been seeing a freeze at the exact same point in the installation
when trying to install on a Penguin Computing box containing dual AMD
Opteron 248s with 4GB ram and the Northbridge chipset.

The freeze occurs right after "io scheduler cfg registered" and right
before what I believe should be the ramdisk/kernel load. I have tried
almost every bios setting and boot option that can be imagined (apic,
nolapic, apci, so on and so on). Several people have suggested
solutions, however none have worked. So far people have blamed the bios,
kernel, and memory manager with consistency but nothing that has been
suggested has any effect. I did also use the debug options in the boot
line however the output was useless and ended at the exact same point
(io scheduler cfg registered).

NOTE: there is no CD drive in this box so we are using the on board USB
connection to connect a drive to. I have no idea if that effects
anything but I do know that every other distro we try (Gentoo, Knoppix,
etc.) all boot from that drive and the liveCDs work as well.
