[Bug 55306] bcm43xx driver: signal quality/strenght always 100

Public bug reported:

Using Kubuntu Dapper on a laptop with a Broadcom 4318 internal card and
whether using  Knetworkmanager, Wireless assistant or other wireless
network manager with the bcm43xx module, the quality/signal strenght
reported is always 100 for all networks available.  When using
ndiswrapper, the quality/signal reported is correct.
