[Bug 70396] No mouse on Boot after long off time....

Public bug reported:

I don't have mouse on boot in the mornings... but if I restart my computer the mouse works... If I do a cold boot it sometimes work if I had started it that morning.  It is almost as if there is a time that isn't reset or something.
I have tried different mice and they all do the same thing.
My current work around is just unplugging my usb mouse and plugging it back in.
This problem was also in dapper.
