Public bug reported:

I can't seem to get CPU Frequency Scaling to work on Kubuntu Dapper.
My CPU keeps running at 800.124 MHz.

sh -x /etc/init.d/powernowd start says:

* Starting powernowd...        ++ /usr/bin/expr 180 - 1
+ /usr/bin/tput hpa 179
                                                                                                                                                                                   + printf ' '
 + check_kernel
+ CPUFREQ=/sys/devices/system/cpu/cpu0/cpufreq
+ '[' -f /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor ']'
+ return 1
+ log_success_msg 'CPU frequency scaling not supported'
+ log_use_usplash
+ type usplash_write
+ usplash_write 'STATUS CPU frequency scaling not supported'
+ echo ' * CPU frequency scaling not supported'
 * CPU frequency scaling not supported
+ log_end_msg 0

I tried booting with the 2.6.15-20-386 kernel but it didnt work with
that one, too.
