I had a similar same problem. "X" did not boot on a reboot after a horrendously clumsy installation, and I was left with a terminal screen. I did "shutdown" and it seems that everything shut down properly afterward... except that it did not power off. -- no power off after shutdown https://launchpad.net/bugs/47186
