[Bug 47165] USB mouse not always functional after boot

Public bug reported:

Using Dapper RC, kernel 2.6.15-23-k7

On 1/30 boots, after X has started - my Logitech USB Mouseman Cordless
mouse fails respond for any movent althought it's clearly powered and
its irda sensor is blinking.

Dmesg log shows errors about "usb 1-1: device descriptor read/64, error
-110"
