The symptoms I'm seeing are the same both with and without
acpi_sleep=s3_bios set:

Screen goes blank, with a bit of disk activity and the sleep light
starts flashing maybe twice a second (when running windows, the sleep
light would go on solid).  In this mode, the fan is still on and I can
toggle the capslock and numlock LEDs.  I can't resume the system though.
