I still have the problem. I can reproduce the problem using linux-
image-2.6.15-23-686 by wgetting a large file, for example an iso.

The problem occurs for a large download in any program (apt. lynx, etc),
but an scp of a file from a local machine does not show the problem,
only downloads from the internet. I assume this is due to a timing
issue.
