[Bug 45928] High error rate on UMTS modem

Public bug reported:

When using my UTMS modem - a PCMCIA card (Novatel Wireless Merlin U630)
- I get an extremly high error rate resulting in data transfer rates
arround 300 byte per second instead of the usual 48 KByte/s. Appears
like there is some serious issue somewere in the ttyS-layer or in the
serial_cs driver.
