[Bug 30557] Re: cpu idle time in /proc/stat wrong

Marking this as "confirmed" given that so many people have corroborated
it here and in duplicate bug reports. Again, this is an ubuntu-only
problem (patch for C-state handling in ACPI), and it appears to affect
all Pentium M CPUs running the default 686 kernel.
