I've had strange BIOS clock issues too since I upgraded to Dapper.
My PC is a Athlon x2 3800+ on an ASUS a8V motherboard, not Dell.
Several times on cold power on my BIOS warned me that hardware clock wasn't properly set and I had to reset it manually to be able to boot.
Then I noticed system time shifting in ubuntu and I had to resync it with NTP from time to time.
So I thought it was a battery issue but was a bit sceptic because my motherboard is only 2 months old. I changed the battery yesterday, if the problem continues I think that's proff that the problem is Dapper related.
