[Bug 44804] Dapper powerpc: Device file /dev/fd0 does not exist.

Public bug reported:

I cannot mount floppies in the built-in floppy drive on my beige
Powermac G3 (OldWorld) running Dapper Beta. The problem is that the
floppy driver module cannot be loaded since the /dev/fd0 device file
does not exist.

This is a regression from Breezy.
