OK, I spoke too soon.  /var/log/messages is full of this:

kernel: [4297302.320000] bcm43xx: TODO: Incomplete code in 
keymac_write() at drivers/net/wireless/bcm43xx/bcm43xx_main.c:1107

followed by

kernel: [4297302.320000] ADDRCONF(NETDEV_UP): eth0: link is not ready

This happens even after I change the rate to 11Mb.

even with these messages, 'iwlist eth0 scan' returns a correct list of 
APs, both at 11Mb and 54Mb.  At 54Mb it will only sometimes return the 
list, but it never returns an error message as it did before I started 
this process (i.e. 'no scan results' not 'Interface doesn't support 
scanning').

I will update you this evening after I have had a chance to connect to 
an open AP.
