Actually, this is what happens: The driver is included in the kernel since 2.6.12 (I think) and Ubuntu IS (as of Dapper FL5 at least) compiled with the driver as a module. BUT, to use the modem, you need firmware. Conexant's license does not permit you to redistribute _binary_ forms of the firmware, so Ubuntu cannot include it on the CD or at any download site. 
To use the modem you should get the tool mentioned at http://accessrunner.sourceforge.net and extract the firmware from the .sys (IIRC) file coming with the modem's windows drivers.

So because of the legal situtation, the only thing Ubuntu can do is
provide some documentation for how to exctract the firmware.

It's not a trivial issue though. This modem is very popular in Spain
from what I read and is used in Greece too(Crypto F200). Many modems are
basically accessrunners.
