Cannot test  kubuntu as i dont have it installed. but if you are having
problems try

sudo echo mem > /sys/power/state

that should suspend your laptop, i think :-)

you can try putting this in a shell script, also may have to add

<username> ALL=NOPASSWD: <path/scriptname>

to /etc/sudoers

not sure if all these will work with your laptop setup, xorg etc. but
worth a try
