I have similar problem in Dapper 6.06LTS on laptop G-MAX N501.
After suspension or switching to console (through ctrl+alt+f1) USB mouse is laggy and sound doesn't work. When I unplugg and plugg in the mouse, it doesn't work then at all.
It is probably related to IRQ, because all USB controllers, sound codec (intel8x0) and ipw2200 are running on IRQ#10.
On Breezy was everything fine.

I think, this bug isn't kernel related problem. I've tried 2.6.17.1, and
nothing has changed.

With the following boot parameters helped:
acpi=noirq,pci=route-irq,noirqbalance,biosirq
But new problem has appeared then — network connection (via ethernet) doesn't work after suspension.

Well, I think, there's something bad in acpi-support…
