[Bug 25104] Keyboard repeats and mouse must be dragged

Public bug reported:

The problem has 2 simultaneous symptoms:
- Keyboard rrrrreeeeepppeeeeaaattttttttsssssss (repeats) each letter, in
proportion to the time the key stays depressed, even if I just tap at the key.
This is to say, the letter starts repeating without any delay.
- Mouse clicking at a menu does not visibly open that menu, or perhaps opens the
menu and closes it instantly. I can only use the menus if I hold the mouse
button and drag to select the menu.

Occurs on:
- a K6-II computer and a Pentium III computer (both with SIS hardware)
- Hoary and Breezy
- 50% of the time. Rebooting the computer sometimes solves the problem,
sometimes it doesn't, in which case I boot once more...
- Only inside an X session. If I close the X session and just log in again, the
problem always persists; this is why I reboot.

Does NOT occur on:
- Console or graphical login screen, ever.
- Warty
- my two Pentium IV 1.6 GHz computers (with any Ubuntu version)

Please let me know how to produce more relevant information.
