Public bug reported:

This seems to be a common problem with Dell server/workstation machines. Doing a
hwclock -r fails with:

select() to /dev/rtc to wait for clock tick timed out

rmmoding rtc and insmoding genrtc fixes it (as does hwclock -r
--directisa)
