[Bug 49284] usb optical mouse - slow to update cursor in breezy->dapper system and dapper live cd

Public bug reported:
I upgraded from breezy to dapper in a laptop, and after rebooting to
linux 2.16.15-23-686, the mouse cursor is very slow to update it's
position when using the external usb optical mouse. If booted with
Dapper desktop live CD, this happens as well. If I unplug and plug again
the mouse, it stops working all together until I reboot again.
The mouse works fine if I boot with Breezy's linux (2.16.12-10-686)
which I left installed after the upgrade.
The mouse is from NGS, model "flea optical mouse".
