The problem is that the current order is actually broken.

If you are concerned about breaking other people's machines, make it
have an option so the user can select between /sys/bus or /sys/devices.

Currently on my desktop dapper system, every time a new kernel is
installed, I have to manually modify grub's menu.lst because it
erroneously set root=/dev/hda5 when it only works when it is set to
/dev/hde5.. and my fstab and other entries are all manually changed to
hde5...
