..one thing (*I think*) I have noticed is that to trigger it, there must be a suspend action without power and then resume happens with power already plugged in.   If I suspend with power and then resume with power, the behavior doesn't happen at next AC cord pull.  Odd.

I'll keep trying to diagnose what exactly the behavior patterns are.
