turns out the bus topology here is vaguely important.  if i unplug the
enclosure from the dvdburner and plug it directly into the extra port on
the hub i still get the problem.

but....

if i unplug the dvdburner entirely then there is no problem at all.

interesting to note: whenever i power the enclosure on/off the activity
light on the enclosure blinks and i can hear the cd inside of it spin a
little bit as if it's reseting itself in response to a change in the bus
configuration.
