[Bug 6504] cpu frequency scaling is broken

Description:
Since first kernel 2.6.15, the frequency scaling is broken on linux-
image-2.6.15-XX-k7.


The forum http://www.ubuntuforums.org/showthread.php?t=105696,
reports that the problem is the same for all kernels.
It repots also that SMP option in kernel config is at the origin of the problem.
