If the address space is limited to 1Gb Wine doesn't even start, which
was the original bug. If the address space is 2Gb then Wine starts and
many things work fine, but some win98 dlls don't (you may have to force
Windows version to win98 to see it). What does 'cat /proc/self/maps'
look like for you? Here it clearly shows a 2Gb address space.
