So to clarify: When the system is idle the 4th value should increase by
roughly 1000 a second? The proc man page certainly seems to say that
this is the case.

If that is the case then there is definitely a problem, as when sitting
idle the count increase by much, much less. The following two lines were
taken with a 1 second sleep in between:

cpu  243374 424 57571 576399 51212 3967 1108 0

cpu  243376 424 57572 576419 51214 3967 1108 0

Battery life is an ancillary issue, as this miss reporting of idle time
seems to coincide with cpu governors to stop working correctly.
