So the temporary fix for Warty had been to simply comment the code making the dialog appear. We indeed do not need gnome to handle the fblevel, since I believe it is already handed on Ubuntu by pbbuttons, which is a superuser process.
It looks like Debian had a better fix that was synced in Ubuntu by seb128, although there's no indication on what the fix was.
