[Bug 42227] Default IO scheduler should be CFQ

Description:
Default IO scheduler in linux, anticipatory, performs very bad under
variety of "desktop" loads and can really kill the desktop. CFQ
scheduler seems to behave much better, and is quite popular choice for
those in the know. However, changing it is an extremely involved
procedure. Thus the CONFIG_DEFAULT_IOSCHED should be set to CFQ to
enable it out of the box.
