[Bug 40009] No reboot or shutdown with ipw2200 module loaded

Description:
I am testing the Toshiba Tecra A2 for Canonical.  Back in breezy, it was
discovered that the laptop would not reboot or shutdown if the ipw2200
module was loaded.  If I "modprobe -r ipw2200" prior to reboot or
shutdown, it works fine.  If not, the laptop remains in a powered state,
not fully halting or shutting down.  In 2.6.12-9.14, Matthew Garrett
added a patch that fixed this issue:

  * drivers-net-wireless-ipw2200-shutdown-fix: Properly shutdown ipw2200
    cards.

Apparently this fix was lost.  It also appears that attempts were made
to add the fix back into 2.6.15-19.28:

  * ipw2200: quiesce on shutdown (lost from breezy, mjg59)

However, the problem persists as of 2.6.15-20.30, which I am currently
running.
