I have the same problem with Breezy (2.6.12-10-686 kernel) on an Acer Aspire 1692WLMi Laptop. When I insert a pcmcia2usb2 card into the slot I get 

[4296263.848000] cs: pcmcia_socket0: unable to apply power.

at dmesg and the card does not work.

I attach the output of dmesg, lshw, lspci and lsmod.
