[Bug 39578] cannot load conservative or ondemand governor

Description:
I am running Dapper (Flight 6) on a PowerBook (G4, 15", 1.5 ghz) with
the latest kernel. First I modprobe "cpufreq_conservative" and
"cpufreq_ondemand" and then attempt,

echo conservative >
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

and receive an error:
bash: echo: write error: Invalid argument

This is also true when I try to switch to the ondemand governor. Both
governors (conservative and ondemand) show up in the
scaling_available_governors.

Also, I can load the performance and powersave governors just fine.
