Thank you for the clarification. Then it's an upgrade bug. The observable behaviour is that in previous Ubuntu releases, the ordering of the network devices was consistent, but that after upgrading to Dapper it changed arbitrarily and is no longer stable.

I found my iftab contained a single line "eth0 mac 00:0d:60:f8:d1:db", while (according to hal-device-mana) the mac address of my network adapters are 00:11:25:b3:ea:47 (e1000) and 00:0e:35:52:56:3a (ipw2200).
