[Bug 38555] usb mouse not properly initialized

Description:
When I plug in my USB mouse in a Dell D600 laptop running Kubuntu/Dapper the xserver-xorg-driver-ati (6.5.7.3-0ubuntu4)
the USB mouse is not working (internal touchpad, and mousestick are okay).   Alt-F1,Alt-F8 fixes the problem.

Reason I file this bug against kernel and not xorg driver is, that
when I unplug and plug mouse in again,

  cat /dev/input/mouse2

does not give any output.  So it looks to me the kernel isn't activating
the mouse.

Further I found:

   unplug, plug mouse, cat /dev/input/mouse2, move mouse -> no 
       output.   Alt-F1, Alt-f8, mouse mouse still no output and xserver
      does not use the mouse

but when I abort then cat /dev/input/mouse2, then Alt-F1, Alt-F8, then cat
/dev/input/mouse2 again,   I get output and Xserver uses the
mouse.

I normally use a bluetooth mouse without problems but I've
forgot it at work today.   Therefore I can't tell if this bug is
a regression of -20 kernel installed yesterday or if this bug
with the USB mouse exists for a longer time.   Next Monday
at work I can try what's the case.
