[Bug 38461] unstable ordering of eth devices

Description:
On my ThinkPad T42p, the ipw2200 and e1000 devices are not always
associated to the same device names.

Observed behaviour: On Dapper, the most frequent configuration is
ipw2200 on eth1 and e1000 on eth2. But sometimes (for no apparent
reason) they are reversed after bootup and e1000 is eth1 and ipw2200 is
eth2.

When that happens, I do "rmmod e1000; rmmod ipw2200; modprobe ipw2200;
modprobe e1000" to associate ipw2200 to eth1 and e1000 to eth2, allowing
my network configuration to work correctly.

Expected behaviour: On Brezzy (and previous releases), e1000 was always
eth0, and ipw2200 was always eth1.
