You can start with the scripts in /etc/rc?.d. Unless you're intimately familiar
with how this part of the system works, though, you'd be better off reinstalling.

You can try a live CD to confirm, but I'm fairly certain this won't happen in a
clean environment.

Feel free to reopen this if you discover that some part of Ubuntu caused this,
but it seems incredibly unlikely.
