Comment #42 says that you only receive the IN_DELETE_SELF when the inode is
actually going away, and comment #43 says that inodes don't go away until
remaining file handles are closed.

Putting these 2 together tells me that the IN_DELETE_SELF will only be received
when the file has no remaining links to it, and no remaining open file handles.
