The semi-official mechanism of building a single flavour of a package (changing
the 'flavours :=' line in debian/rules) seems to result in broken builds. For
instance, on an amd64, change the line to:
  flavours := amd64-k8-smp
then dpkg-buildpackage.

This errors when trying to make the .udeb files, essentially because it seems to
be looking for amd64-generic, having parsed kernelversions and having only found
that there. This prevents (inter-alia) the kernel .deb file being moved to the
correct place.
