Finally found there were a few errors when the module p4-clockmod was loaded:

 p4-clockmod: has N60 errata - disabling frequencies below 2.0 GHz
[4294696.634000] p4-clockmod: disabling frequency 312500
[4294696.634000] p4-clockmod: disabling frequency 625000
[4294696.634000] p4-clockmod: disabling frequency 937500
[4294696.634000] p4-clockmod: disabling frequency 1250000
[4294696.634000] p4-clockmod: disabling frequency 1562500
[4294696.634000] p4-clockmod: disabling frequency 1875000
[4294696.639000] p4-clockmod: P4/Xeon(TM) CPU On-Demand Clock Modulation available
It seems this "bug" is related to http://bugzilla.ubuntu.com/show_bug.cgi?id=8587
