Could it be that is issue is related to bug 14540?

The error message is different, but both reference "error -71", and both are
triggered by USB devices on bootup.

Steve, do you have a USB mouse plugged into your docking station when booting
up? If yes, could you try to remove that mouse, and boot without the noapic
parameter? Does your error message still appear? What other USB devices do you
have attached?
