My Breezy installation in VMware also always fails to reboot.  Mine was an
upgrade from Hoary, but I will test an install from the RC.  The processor goes
to 100% as soon as the reboot is called and stays at 100% through the next
(forced, manual) boot until X loads.  There really appears to be more load
after a failed reboot than during a clean boot after a shutdown.
