Would this be disabled for everyone or just for those that have the hardware
that seems to cause the problem?

Also, people should make sure they are running the correct version of
laptop-mode. There are two different version in the repositories, laptop-mode
and laptop-mode-tools. People may be reporting problems not knowing that there
is a difference. Also, if both are installed, they may conflict with each other.
Just a guess. 

Running laptop-mode-tools (1.04-1.1 Hoary version) on a Thinkpad with AIRONET
Wireless Communications Cisco Aironet Wireless 802.11b (using module airo, not
madwifi), Intel Corp. 82801 PCI Bridge (rev 81), Intel Corp. 82801DBM (ICH4)
Ultra ATA Storage Controller (rev 01), and ATI Technologies Inc Radeon Mobility
M6 LY without any problems whatsoever.
