Any comment on what the "correct" behaviour would be?
Like Ubuntu and FC does (the program leaks a SIGSTOPped process) or like
RHAS/RHEL does (the program doesn't leak any SIGSTOPped process)?
Bug or not, the current behaviour *could* still be non-optimal.
