The file is not part of the base install, no; you need to install the
"hostap-utils" package. You should probably move aside the file you created
yourself and install hostap-utils.

In earlier times, hostap-utils should already have been installed by the
dependencies of hostap-modules. Now that hostap_cs is apparently included with
the base installation, the configuration stuff from hostap-utils should also be
packaged in, or broken back out into a separate package after all. (The name of
the hostap_cs.conf file is not important, but the settings should be installed
somewhere in /etc/pcmcia -- I would think keeping the same file name as upstream
would make sense, but there may be other things affecting this decision, too.
All the bindings for orinoco_cs seem to be in /etc/pcmcia/config and so these
should perhaps be removed where you wish to load hostap_cs in preference to
orinoco_cs.)

Meanwhile, the error message you're getting now would seem to indicate that you
have an invalid essid. Try "iwconfig wlan0 essid your_essid_here" and/or set it
up in your /etc/network/interfaces as per the notes in
/usr/share/doc/wireless-tools/README.Debian
