heavy use of dpkg-architecture is made in /usr/share/kernel-package-rules.
I suspect that is at the root of the problem:

.~[0]dpkg-architecture 
...
DEB_BUILD_GNU_TYPE=i486-linux-gnu
...
DEB_HOST_GNU_TYPE=i486-linux-gnu


The bug may actually be with gcc(
gcc version 4.0.1 20050604 (prerelease) (Debian 4.0.0-8ubuntu3))

which perhaps should have provided 'i486-linux-gnu-*' aliases.

  Just removed gcc-3.3 and gcc-3.4, leaving only gcc-4.0, to avoid confusion.
Still same behavior. (make-kpkg still looking for gcc-3.4, so will reinstall).
Reinstalled gcc, gcc-4.0 and gcc-3.4. Still same behavior.
